Preservation libraries are not necessarily for public use.
A preservation library can be delivered for museum historical purposes. The museum will have a point-in-time image collection for its internal needs.
Although the below example has been delivered via the Web, a preservation library will be delivered for use on internal computers (no WiFi needed).
